Problems with house thermostat?

I am trying to get the heat to come on and can't seem to be able to do it. I believe I have a digital thermostat. There are two switches (on/auto and heat/off/cool plus the switch to make the temperature higher or lower). When I put it on heat or On, cool air blows out. It is set at 59 degrees. I cannot move the temperature up higher. I've tried new batteries, doesn't seem to help. Second, is it gas? Your pilot light needs to be turned on. In some cities the gas company will do this for you.
