How high does a heated propagators thermostat need to be seed for tomatoe seedlings.?

Im useing a home radiator in my kitchen to act as a heated propogator, how high will the thermostat have to be set, it starts of at 15, 20, 25, 20, 35'f.How high does a heated propagators thermostat need to be seed for tomatoe seedlings.?Tomatoes like it between 70F and 80F for germination. Much higher than 80F and the germination rate falls off. Lower than 70F and it takes 10+ days for the seeds to germinate.How high does a heated propagators thermostat need to be seed for tomatoe seedlings.?Tomatoes??????? you sure?????
